Planning commission approves Tractor Supply addition with condition banning loose hay sales

"The request tonight is for approval of major development plan review 24-04 to modify the 2015 approval which would allow the addition of a 1,800 square foot addition, 14 additional parking stalls, and adjustments to meet the updated parking requirements," Sevia said. She also said staff determined the project is categorically exempt from the California Environmental Quality Act under Section 15301 (Class 1 — existing facilities).
No public testimony was offered when the commission first opened the hearing. During commission discussion, a member raised concerns about hay sales in the proposed outdoor display area and proposed adding a condition of approval to restrict hay sales to avoid impacts on an adjacent neighbor. Staff recommended reopening the public hearing so the commission could obtain the applicant representative's consent to the condition. The hearing was reopened and the applicant's representative (identified in the record as Jeff, the store manager) agreed to the condition.
The commission then moved, seconded and adopted the project resolution with the added condition prohibiting loose hay sales in the new outdoor display area (the transcript records the motion and a unanimous voice vote). The record indicates the resolution number recommended by staff was PC Resolution 2026-05; the transcript contains inconsistent references to resolution numbering in the motion language, which the commission corrected through its motion.
The approval allows Tractor Supply to proceed with the planned addition and interior remodel subject to the conditions of approval and the CEQA exemption determination. The transcript does not record a roll-call vote tally or list specific permit fees or construction timelines.
