Facilities update: board told GMP 1 summer work starts June 8; GMP 2 pricing, final drawings targeted this summer

Richard Allison presented a detailed update on education capital projects, timelines and procurement steps tied to the district’s step-one bond work.
Allison reminded the board that an interlocal agreement between the county commissioners and the board was approved in February 2025 and that the architect’s contract was approved in April 2025. He said the design team and CMAR have completed about a year of design work and continue pre-construction services and preliminary pricing rounds.
Allison described Guaranteed Maximum Price 1 (GMP 1) as a set of scopes pulled from the step-one bond to allow timely summer work. He said GMP 1 work is scheduled to start June 8 at Brevard Middle School, Brevard High School and Rosman Elementary School; site logistics walks have been completed and the CMAR will issue site contact lists and refine sequencing to limit disruption to summer activities.
Site scopes for summer include stair-step cracking remediation at Rosman Elementary (geo-foam and slab-injection work), roofing and brick repairs at Brevard High School (priority on the media center and math wings this summer; auditorium/band/drama wings targeted for fall), and other targeted repairs tied to campus priorities. Allison said the Rosman High School tank replacement is a summer priority and that three other tanks were not judged emergency replacements after testing and will be rebid by the county later.
Allison said final construction drawings are expected to be released by May 29, 2026 — minus the Brevard High School set tied to grant coordination — and that Bloom aims to present GMP 2 pricing by Aug. 28, with staff reviews and final pricing in July–August. He reiterated that, barring unexpected delays, step-one bond work is expected to be feasible for completion by the end of 2028.
In board questioning, a member asked whether the stair-step cracks at Roosevelt Elementary were in load-bearing walls. Allison clarified they are in CMU interior non-load-bearing walls and described the remediation technique: drill into slabs, fill voids and lift the slab with injection materials to stabilize and draw cracks closed rather than superficial patching. Allison said he will monitor the work closely and evaluate modern methods to ensure successful repair.
Allison noted finance updates: education capital fund reports through March 31, 2026 were provided to the superintendent and finance officer on April 7 and included in the county finance director’s quarterly report; EC Wing construction payouts have been paid and final reconciliation is underway.
Next procedural steps noted: a subcommittee will review expansion items (secured vestibules, retaining wall scope) on May 29; if advanced, those items would come to governing boards for budget approval at the June meeting.
