Concord staff selects Weston & Samson for MVP planning work; decarbonization roadmap advances

Megan, delivering the deputy manager’s report, told the Climate Action Committee that a procurement process identified Weston & Samson as the planning vendor for an MVP 2.0 grant project that includes community engagement and a $50,000 seed project to design a follow‑up program.
She also summarized the Suasco Climate Collaborative award — a roughly $400,000–$450,000 grant in which Concord is the lead awardee — and said roughly $200,000 of that grant is allocated for a planning/vendor contract to perform a vulnerability assessment for the watershed. The request for proposals for that work has been submitted to procurement, Megan said.
On municipal decarbonization, Megan said the town has received technical assistance and is coordinating with PowerOptions to complete a decarbonization roadmap for municipal buildings; staff will seek Select Board and school committee review in June to meet a 'climate leader' deadline and unlock potential grants (she cited a program that could provide up to about $1 million for municipal building decarbonization).
Members discussed outreach plans for the public workshop series and next steps for stakeholder interviews. Bob agreed to serve as a committee point person for the MVP planning work. Staff said it will circulate slides and draft materials and coordinate with Weston & Samson to incorporate the committee’s priorities, including thermal energy network work discussed later in the meeting.
