County expands vehicle lease authority to support World Cup operations

Johnson County authorized an increase to an existing vehicle lease agreement May 28 to support 2026 FIFA World Cup operations, raising contract authority to a not‑to‑exceed $350,000 with E Services LLC, a disregarded entity of Enterprise Holdings.
Assistant County Manager Aaron Otto said the county is bringing in more than 70 drivers, mechanics and supervisors from outside the metro area to staff transit operations connected to World Cup service, and that vehicles will transport personnel between staging areas such as MidAmerica Nazarene University and operational sites. The initial cooperative contract allowed for about 12 vehicles; the requested increase adds capacity and flexibility for June and July operations.
Commissioners asked how the estimate was developed and whether funding had been anticipated; Otto said the $200,000 increase was included in early budget planning for World Cup service and the county expects to refine the estimate after a few weeks of operations. Funding for the increase was included in previously reviewed World Cup budgets, Otto said.
The motion to authorize the increase was moved by Commissioner Hansick, seconded by Commissioner Brewer, and passed 7‑0.
Staff said they will monitor demand during the first weeks of service and adjust if actual needs differ from the estimate.
