School committee discusses forming subcommittees for Phase 3; members caution on open‑meeting rules

Member Stephanie Rivers and others argued a budget subcommittee would allow more targeted questions of department heads and principals during the budget cycle. Presenter Bill (administration) recommended five topical areas for subcommittees — policy, budget, curriculum/instruction, health and wellness, and negotiations — but suggested a different approach for negotiations: invite one or two members to observe collective‑bargaining sessions and report back to the full committee, rather than forming a standing negotiations subcommittee that could raise quorum and open‑meeting‑law problems.
Members also raised procedural concerns. Several noted that forming multiple subcommittees with small membership must be done carefully so the district does not run afoul of the state Open Meeting Law; one member urged that any subcommittee meetings be posted and held in properly noticed public spaces. The chair and staff emphasized compliance: agendas are posted, meetings recorded and travel use of public conference rooms encouraged for policy work.
Policy work is already active: a policy subcommittee meeting was scheduled for April 16 to finish Section A and begin Section B, and the committee has been working on pronoun language and a wellness document. Members also asked staff to schedule superintendent‑evaluation and collective‑bargaining training; members were told the superintendent‑evaluation training will be rescheduled because of an election.
Next steps: members asked that the administration provide clearer timelines for subcommittee work and that the committee confirm membership and meeting schedules so that subcommittees can act without creating improper quorums of the full committee.
