Port Jervis district secures NAERTA grant and readies solar field project; bonds and federal tax credit timing cited

Port Jervis City School District leaders told the board on May 6 they are moving forward with capital projects supported by external funding and planned bond financing.
"We got $600,000 towards the design and the development of phase four and phase five which is the HVAC work for all schools," Superintendent Dr. John Bell said, adding the district will apply for another round of NAERTA funding that could add another $600,000.
Bell also provided an update on a planned solar field to be built on the Vicro Ready property. He said the State Education Department has approved the plan and the district’s finance team is soliciting responses to an RFP to identify investors who will purchase the bonds needed to finance construction.
"Construction is probably about another 6 weeks away before we start construction," Bell said, and noted the district must begin by July 4 to qualify for a 30% federal tax credit. He said once complete the panels should produce enough electricity to cover the district’s needs.
Board members asked no substantive follow-up questions during the report. The district will continue procurement and financing steps, and officials said they expect the next financing milestones in the coming weeks.
