Milton finance update: state aid unchanged, special education reimbursement below earlier estimates

The Milton School District finance team updated the board on 2026–27 budget development and the outlook for state and federal aid. Staff said the state budget did not include an increase to general aid, and that special education categorical aid was tracking near 38% reimbursement for the year — below an earlier 42% estimate used in planning.
Finance staff noted the district completed a defeasance tied to a 2019 capital referendum that will save an estimated $1.5 million in interest but also changes shared-cost calculations that affect tax-rate projections. Staff reiterated that July 1 state-aid estimates are preliminary and final aid is not determined until October; they cautioned July estimates are unreliable.
On federal funding, staff said initial estimates indicate a potential more-than-40% reduction in Title I allocation for the district next year; staff are coordinating with DPI to reassess program uses and said they do not anticipate changes in programming at this time.
Board members asked clarifying questions about reimbursement assumptions, revenue-limit increases and how the base wage actions will affect budget development. Finance staff said they will continue updates through June and at the annual meeting.
