The staff report noted revocation remedies under CZC 12.2100 if conditions are violated.
Applicant Stacia Liki told the commission the bakery will be family-run, operated by her and a few teenage children, producing cookies and breads. Liki said supplies will be obtained off site, there will be no outdoor storage and baking will occur in an existing double oven. “We deliver to South Davis County,” she said, adding that she and participating family members hold food-handler permits and that pickups will be staggered to limit neighborhood traffic.
Commissioners asked about parking and potential traffic impacts; staff and the applicant said the homeowner association prohibits street parking and that the applicant expects only light, staggered visits and regular delivery. The commission accepted those assurances as part of the record.
Before voting, commissioners amended and clarified three conditions of approval: the permit “shall not be transferred to any other business operator unless approved by the city,” any changes to the business model or to conditions of approval must be reviewed by the commission, and the language on revocation was softened from “shall be revoked” to “may be revoked,” with enforcement subject to the city’s code procedures. A motion to approve the CUP for parcel 02-196-000032 carried unanimously.
The decision allows Better Together Bakery to begin operations under the listed conditions; staff will monitor compliance and the permit remains subject to review or revocation consistent with city code.
