Kingsport reports clean audit, issues $16.5M in debt and readies new Blue Cross Healthy Place park

City leaders reported a clean fiscal 2025 audit and recent financing actions at the April 7 Board of Mayor and Aldermen meeting.
City Manager told the board the city issued $16.5 million in debt at approximately 3.5% interest to fund capital projects; staff said the financing places dollars in position to move forward with planned capital work. The finance director, Travis Bishop, was singled out for leading the audit and finance effort.
The manager also announced a clean audit opinion for fiscal 2025—the city’s 27th consecutive clean audit—and receipt of a certificate of achievement for excellence in financial reporting. Officials credited city staff, auditors and the oversight provided by the board for maintaining fiscal controls.
Separately, the city confirmed a ribbon-cutting for the new Blue Cross Blue Shield Healthy Place park on Monday, April 13. Parks staff and the manager thanked Parks Director Tyler Wixs for coordinating final punch-list items and preparation for the public opening. The park project was funded through Blue Cross Blue Shield’s Healthy Places program, according to the manager’s remarks.
City officials said they will issue a press release to publicize the audit results and the park opening. No additional budget approvals were required at the meeting beyond items already adopted by the board.
