Board hears special-education disparity data and new federal NPI deadline for school-based Medicaid billing

The Annandale Public School District board received an update on special-education statistics and federal compliance requirements from the Masico co-op during its regular meeting.
The executive-director-level update noted that districts identified for significant disproportionality in special-education identification, placement or discipline for three consecutive years must reserve 15% of federal funds for early-intervention services. The district’s child-count figures were reported: statewide students receiving special-education services at 18.71%; the Masico co-op rate at 18.28%; and member districts ranging from 15.10% to 23.89%.
Staff also outlined a federal requirement affecting school-based Medicaid billing: individual school-based providers must obtain a Type 1 National Provider Identifier (NPI) by Sept. 1, 2026. Staff said further guidance is expected about whether school nurses and psychologists are included in that requirement.
The board was briefed on staffing updates: the birth-to-two team is fully staffed, two teachers were hired at Village Ranch, and remaining vacancies include a school psychologist in Delano and openings in the Wings program. Finance was noted as preparing a preliminary budget; the finance director (Gina) will provide additional details at a future meeting.
Board members asked procedural and operational questions but did not take formal action; staff will follow up with guidance and budget details as they become available.
