Rio Grande City approves COF Enterprise to administer library infrastructure grant

The Rio Grande City Commission on April 30 voted to authorize an administrative-services agreement with COF Enterprise to administer the city’s 2026 Library Infrastructure Facility (CLF) improvement grant.
City staff said the contract would cover grant administration, regulatory compliance reporting, finance management, procurement and monthly monitoring. A representative from COF Enterprise told the commission the firm has experience preparing bid packages and monitoring grant projects and said, “we’re ready to get to work.” The commission approved the agreement unanimously after a brief presentation and no questions.
Commissioners also approved a related budget amendment that reallocated library funds: the ordinance converts one library full-time position to part time (to be covered by a summer reading grant) and authorizes an animal-control position funded by the reallocation. Staff said the change was intended to align the organizational chart with grant-eligible roles and to fill an immediate operational need in animal control.
The motions were presented and carried without recorded opposition. Staff said the COF agreement and the budget amendments will allow grant activity to proceed and that grant administration fees and reporting requirements are part of the contract.
The commission’s action follows the library’s recent grant activity, including a $10,000 Save the Children summer-reading grant and a $1,000 library grant, which staff said will support part-time summer hires and programming.
The city will execute the COF Enterprise agreement and implement the personnel changes as authorized by the commission. Any subsequent contract amendments or material changes will return to the commission for approval.
