Board approves six-year ELA curriculum amid debate over $133,254 cost and state mandate

Allegheny-Clarion Valley School Board members voted to purchase a six-year ELA curriculum from Savvas Learning Company for $133,254.41, a measure administrators said is necessary to comply with an upcoming state requirement for evidence-based reading instruction.

Administrators told the board the district's current ELA materials are out of date and no longer commercially supported, and that the state mandate for the 2027–28 school year requires documented materials and teacher training. The curriculum adoption includes consumables and professional development; administrators secured extended pilot access for teachers so instruction can begin this summer without waiting for physical shipments.

Several board members expressed concern about approving a sizable expenditure while the district faces a projected $2.1 million operating shortfall. One member asked whether the purchase could be delayed until the budget stabilizes; administrators responded that delaying the adoption risks noncompliance with the state deadline and would compress professional development time for teachers. "Without so many words, yeah," an administrator said when asked whether the adoption is essential to meet the mandate.

The motion to approve the Savvas purchase carried after discussion. Board members were briefed that the investment spreads over six years and that prior curriculum cycles had lasted longer than typical five-year recommendations.
