The Gardena City Council on March 10 approved a one-year contract with Towns & Public Affairs, Inc. (TPA) for legislative advocacy, grant development and related funding services.
City Manager and TPA's Nicolo Duca described TPA's recent work: staff credited TPA with helping secure roughly $13.7 million in direct funding for City priority projects since 2022, including earmarks and state grants. Duca said current pursuits included earmark requests to congressional offices, a state parks grant and applications intended to support police infrastructure and community safety projects.
Council members asked about grant-writing methods, language tailoring, and success rates. Duca described a multi-step approach of analysis, aligning city priorities with funding opportunities, and active follow-up with elected offices and agencies. The council approved the proposed agreement by roll-call vote with four yays and one nay (Council Member Love opposed).
What's next: staff and TPA will proceed with applications and advocacy described in the contract and report back on results and next steps.
