The Gardena City Council voted unanimously March 10 to award a construction contract to Southwest Pipeline & Trenchless Corp. for the annual sewer improvements project addressing the city's most severely deteriorated mains.
Public Works briefed the council on the sewer master plan and condition assessment completed in 2023 that prioritized grade-five sewers. Staff recommended cured-in-place pipe (CIPP) lining to rehabilitate roughly 39,000 linear feet of pipe and 110 manholes without full excavation. Director Rig described the process and benefits: the resin-saturated liner is inverted into the existing pipe, cured with heat and then the laterals are robotically reopened, producing a jointless, corrosion-resistant pipe with an expected 50-year life.
The low responsive bidder was Southwest Pipeline & Trenchless Corp. at roughly $3.12 million; Canon was recommended for construction management and inspection services. Council approved the construction contract, the CMI services contract and a 10% contingency as presented.
What's next: staff will finalize the contract, schedule the 100 working-day construction window, coordinate resident notices about reduced water/sewer use during operations, and monitor performance and post-construction CCTV verification.
