Council recognizes new police managers unit, certifies GPMA as exclusive representative

City staff explained that a card-check by the State Mediation and Conciliation Services confirmed the majority of employees in the proposed unit had signed authorization cards supporting GPMA representation. "The petition meets the requirement of the employee employer relations rule and the proposed unit is an appropriate unit pursuant to section 23.11 of the EERR," staff told council.
Council discussion focused on what recognition will mean in practice for bargaining rights and operations. Council Member Francis asked whether the group, once certified, could exercise rights such as strikes; staff replied that certification establishes collective bargaining rights and that impasse and related rules would apply under California law.
Council members expressed support for separating managers from broader bargaining groups because supervisory duties differ from rank-and-file positions. The council adopted Resolution 6731 by roll call vote; the motion passed unanimously.
