Perrydale board adopts 2026-27 local service plan to fund special-education and transition services

The Perrydale SD 21 board voted to adopt the district's 2026-27 local service plan (LS plan) administered through the Education Service District (ESD), confirming allocations for special-education services, transition specialists and other ESD-delivered supports.

Staff explained the LS plan covers services the ESD provides directly to districts, including speech-language services (an SLP and local SLPA support), transition specialists for high-school students (three new slots), technology support, and college-credit programs delivered through Western Oregon and the Oregon Institute of Technology. The superintendent said the district often purchases fractional FTEs through the ESD to ensure consistency of services for students and to avoid being out of compliance if in-person staff are unavailable.

"We have to adopt the 2026 2027," a board member noted during the discussion. Staff also explained that carryover funds (approximately $7,500 carried from the prior year) can be used toward items such as business services if not fully expended.

Board members asked questions about how LS-plan funds intersect with the district's budget; staff clarified that the ESD directly provides services and that the district does not receive and then re-distribute the money but accounts for use in district reports.

The motion to adopt the 2026-27 LS plan was made, seconded and the board approved the plan in open session (recorded as "motion passes"). The transcript does not record a named mover, seconder or a roll-call tally in the public discussion.
