Dr. Garza said Edcouch‑Elsa has nine buses that will need either seat replacement, retrofitting, or purchase of new buses to comply by the law's September 1, 2029 deadline.
The superintendent said the district previously authorized the purchase of two regular buses and one special‑needs bus this school year, which reduces but does not eliminate the need to address the remaining vehicles. She added that a grant opportunity is expected in June 2026 and the district intends to apply to offset retrofit or replacement costs.
A trustee who asked about the technical meaning of "retrofit" pressed whether the work required adding hardware or replacing the seats themselves. Dr. Garza replied that the three‑point systems are integrated into replacement seats and that compliance will effectively require replacing seats on many buses rather than simply bolting on additional belts.
District officials said they will monitor the TEA grant timeline, refine cost estimates, and return to the board with specific procurement and funding plans once grant details are available.
Next steps: Edcouch‑Elsa ISD will apply for the anticipated June 2026 grant and continue refining its fleet plan to meet the 2029 deadline.
