The Enid Public Schools board approved an amended agreement with Northern Oklahoma College and a construction manager contract for improvements at Failing Field on April 20. The guaranteed maximum price for the project is $1,945,757.
Dr. Robinson explained the funding arrangement: Enid Public Schools will front $600,000, NOC will contribute approximately $670,000 and P3 tax-based funds will cover roughly $675,000. The district will manage the contract and NOC will reimburse Enid Public Schools during construction once their fundraising and P3 approvals are confirmed.
The board also approved Henson Construction (construction manager) with a guaranteed maximum price equal to the project total, contingent on Northern Oklahoma College approving the companion amended agreement. Administration emphasized due diligence on bidders and bonding capacity before final contract execution.
Board members framed the work as a community partnership that yields a new venue for baseball and softball and noted the arrangement reduces financial burden on the district while allowing control of bidding and construction oversight.
