The district will manage the contract and NOC will reimburse Enid Public Schools during construction once their fundraising and P3 approvals are confirmed.
The board also approved Henson Construction (construction manager) with a guaranteed maximum price equal to the project total, contingent on Northern Oklahoma College approving the companion amended agreement. Administration emphasized due diligence on bidders and bonding capacity before final contract execution.
Board members framed the work as a community partnership that yields a new venue for baseball and softball and noted the arrangement reduces financial burden on the district while allowing control of bidding and construction oversight.
