Subcommittee discusses governance language, pronouns and term-limit options

The Policy Subcommittee discussed several governance items April 16, including consistent officer titles, pronoun usage in policy text and whether the district should pursue term limits for school committee members.

Tracy Novick and committee members noted the manual currently mixes terms such as "chair," "chairperson," and "chairman." Novick recommended consistent use of "chair" throughout the manual and offered language for a chair pro tem in organizational meeting rules to prevent procedural confusion after an election when officers might not yet be determined. "If you want to make that your recommendation, I can just sort of roll forward and we don't have to talk about it every policy," Novick said when discussing standardizing titles.

Committee members raised the question of term limits for school committee members; Novick advised that instituting term limits would require a charter amendment and community debate. Members also discussed reinstating elected officer roles such as secretary and clarifying the recording secretary's duties (a role that historically has been a paid position through the town or school department).

The committee accepted MASC-recommended BDA organizational clarifications and signaled it will forward those recommendations and the discussion of neutral pronoun use to the full committee for consideration, with the expectation further debate will occur as the district transitions out of receivership.
