Commission approves reimbursement for downtown renovation of former Harry’s Cafe

The Pittsburg City Commission voted April 14 to reimburse Gorilla Capital Group LLC an amount equal to 10% of the total renovation cost for the building at 410 North Broadway, with the city's contribution capped at $32,846.
Economic Development staff presented the Economic Development Advisory Committee's recommendation and introduced Dan Rank, who represented Gorilla Capital Group. Rank said the developer anticipates a total project cost of $328,467 and described a phased renovation: an immediate interior buildout of the lower-level commercial space (phase one) with plumbing, fire suppression, new HVAC and electrical work, and a later phase converting the upper floor to residential units.
Rank said the downstairs tenant will be Kazoku (a hibachi and sushi operator) under a five-year lease; the developers hope to have the commercial level ready for tenant move-in early May and fully operating by early June. Rank emphasized preservation of historic features, noting exposed brick and raised ceilings discovered during demolition.
Under the city's usual small-project approach, Gorilla Capital Group will complete the work, submit receipts and verification of the claimed expenses, and the city will reimburse the approved percentage on the back end. The commission moved, seconded and approved the reimbursement request by voice vote.
The action is intended to support downtown rehabilitation and encourage private investment in a long-vacant building. Commissioners thanked the developer and wished the project success.
