Commission recommends Busy Bees Learning Experience can expand to 12 children

The Suffolk Planning Commission on May 21 voted 7-0 to recommend approval of Conditional Use Permit CUP 2026-010 so Busy Bees Learning Experience can expand a licensed family day home at 113 Mallard Drive from four children to a maximum of 12.
Staff planner Caitlin Abbott described the site as an existing licensed family day home in a residential subdivision and said the applicant’s plan meets UDO supplemental standards including at least 1,000 square feet of fenced outdoor play area and required interior space per child. Abbott said the applicant must obtain state licensure for the expanded capacity and that staff recommends approval with proposed conditions addressing hours and onsite play areas.
Applicant Rebecca Faulkner told commissioners she established Busy Bees in October 2022 and described positive outcomes for children in her care; several parents and supporters — including a parent identified as Courtney, resident Frank Reynolds, and Henry Dixon from the Early Childhood Development Commission — described the provider as reliable and said the expansion responds to local child-care need. No opposition spoke during the public hearing.
Commissioners moved and approved the CUP 7-0. The matter will be forwarded to City Council on June 17, 2026 with a recommendation for approval.
