District staff presented three insurance options for the 2026–27 fiscal year and trustees deferred any final purchase decisions to allow further vetting.
Risk-management staff described three potential vendors — TPS, PCAT and the district’s incumbent TASBY — and summarized high-level quotes and deductible structures for different campus groupings. The presentation compared estimated totals shown in the materials and modeled scenarios for wind/hail and other-peril events across building groupings to demonstrate how percentage deductibles and minimums would affect the district’s exposure.
Trustees asked detailed questions about coverage labels, 'garage keepers' for vehicle bays, and why workers' compensation estimates differed substantially among the proposals. Mr. Thompson explained differences can reflect how vendors bundle coverage and the underlying workers’ comp carriers used in each quote.
Board members also raised a past dispute with a carrier over a roof claim and pressed staff to confirm whether the vendors under consideration have a record of paying large claims. Mr. Thompson said he did not have that historical confirmation available at the meeting and agreed to gather the information.
After discussion, trustees voted to table Item 19 (joining the TPS interlocal agreement) and Item 20 (the insurance purchase) until the June meetings (motions carried). Administrators explained the board could reserve rights to non-renew and to revisit renewals before July 1 if needed.
The board did not approve a vendor at the May meeting and directed staff to return with additional references and information on large-claim payment histories before a final decision.
