WRF south-plant improvements 48% complete; manager reports modest change orders and critical-path milestones

Project manager Eddie Lopez updated the Public Works Committee on April 14 that the Water Reclamation Facility (WRF) south-plant improvements are about 48% complete and proceeding on schedule and within the project’s funding plan.
Lopez said most major south-side structures are complete and the team has moved into equipment installation. He identified the south electrical building as the project’s critical path and said the team expects that building to be up and running by September 2026; the primary clarifiers are targeted for commissioning at the end of April 2026, with other commissioning milestones planned for October 2026 and a dewatering building operational by February 2027.
Lopez outlined change order activity: change order number three is $142,271, about 58% of which addressed structural repairs to primary clarifier supports and related work. He reported total change orders to date of $689,539, which he described as about 4% of the contract value. Lopez said the project remains fully funded and noted a mix of grants, an SRF loan and enterprise funds are covering the total project cost, which he presented as $24.8 million.
In response to questions about operations, Lopez said the plant pumps roughly 50,000 gallons of sludge daily from the primary clarifiers; the material is partially routed to digesters and partially to the dewatering building, where screw presses remove liquid before disposal at the landfill.
Committee member Mike praised Lopez and the project team for keeping change orders low for a project of this size. The committee moved and seconded to acknowledge the WRF update; the motion passed.
What’s next: staff will continue equipment installation and track the south electrical building milestone. The project manager will return with regular updates to the committee on schedule, budget and any additional change orders.
