NCDOT outlines paving, preservation and safety projects across Sampson County

NCDOT maintenance and construction staff updated the Sampson County Board of Commissioners on May 4 about a slate of paving, preservation and safety projects across the county.
Lance, the NCDOT maintenance representative, told the board the department focuses on prep work—patching, root-cutting and other pavement-preservation tasks—before formal paving. He listed routes queued for prep or paving, including Indiantown Road; West Butler Road; Chestnut and Ferrell Streets in Clinton; East Pinewood Street; Willie Brown Road; Archie Lee Road in Dunn; Corbett and Krill roads near Newton Grove; Bradshaw, Hornrine and Simmons in the Kenans area; William Street; West and East Johnson streets; West McGawen (toward Turkey); and Rogers Mill Road in Delway. “Typically the maintenance side ... we have around 300 in that queue which is a lot and it takes a while to get around the county. Right now we’re less than 50,” Lance said.
Daniel, NCDOT’s construction representative, reviewed contract schedules and specific project timelines. He said the North Boulevard project (421 to Bean Street) is under contract with a contractor completion date the record lists as May 21, 2027; work at the 421/Five Bridge Road intersection has an availability date referenced in the meeting and a later completion in 2027; Sunset Avenue (421 to McCoy Street) is planned as a night paving operation to minimize impacts to businesses and a nearby school; and West Over Road (Tram Road to Pier Street) appears in the same contract with a completion date noted as May 21, 2027. Daniel also described planned rumble-strip work on 701 from Garland to US 421 and the bypass segments, and a pavement-preservation contract with a contractor scheduled to come in near the end of June.
Staff also described a Spring Lane (Ivanho) project where right-of-way work and design are in late stages; the presenter said right-of-way finalization is expected by the end of June, after which the county will engage the community on donated right-of-way.
Commissioners asked operational questions about tree debris and response after storms and received assurances from NCDOT staff that crews would clear dangerous trees and respond to calls. The update focused on near-term operational activity (prep and patching) and contract timing; members asked that staff return with more specific mobilization dates as contractors complete pre-construction activities.
NCDOT said it will provide additional public information as night paving and contract mobilizations are scheduled.
