Sampson County commissioners voted May 4 to accept an amendment to the county’s solid waste and recyclables collection agreement with GFL, extending the company’s provision of convenience-site services free of charge through June 30, 2028, county attorney Joel Star said.
County Attorney Joel Star told the board the existing franchise agreement runs July 1, 2024 through June 30, 2029 and that recent negotiations secured an additional two years of no-cost operation for the convenience sites. “GFL has agreed to continue to provide those services free of charge through June 30, 2028,” Star said.
The extension was put before the board after Commissioner Mr. Crumpler informed his colleagues he needed to recuse himself from the matter because of “an ongoing business relationship with GFL,” language he provided on the record. The board moved to accept the recusal; after the recusal the board proceeded with deliberations and the vote among the remaining members. The transcript records the motion to accept the GFL proposal and that the motion “carried.”
Star said the county’s commitment in the amendment is limited. He summarized the county’s reciprocal obligation as an agreement to “engage in good faith with GFL in discussions regarding the landfill franchise” and emphasized that the contract language does not obligate the county to any franchise decision beyond participating in discussions.
The board did not place any additional conditions in the meeting minutes and did not record a roll-call vote or individual tallies in the public transcript. According to the county’s reading at the meeting, the existing longer-term franchise runs to June 30, 2029 and the amendment provides two additional years of convenience-site service at no charge through June 30, 2028.
The matter was addressed under the meeting’s action items; commissioners also conducted a closed-session review later in the agenda and authorized execution of a contract subject to county attorney review. The county clerk’s office and the county attorney provided the summary language on the public record; official contract documents and any subsequent franchise discussions remain subject to legal review and any required public-notice processes.
