Graham Forbes of Williams & Co. presented the district's fiscal year 2025 audit and told the board the auditors' opinion was that the financial statements "are fairly presented," an unmodified opinion under auditing standards.
Forbes highlighted several financial statements sections: the governmental funds showed a $350,000 net change in fund balance in the general fund, capital outlay and the TLC building project had planned spending to draw down balances, and the proprietary funds (food service and concessions) were stable. He said the schedule of expenditures of federal awards showed about $3.6 million in federal funds in FY25; because that exceeds the $750,000 threshold the district was subject to single‑audit testing, and auditors reported no findings on those federal programs.
Forbes also noted a recurring material weakness over financial accounting: per auditing standards, proposed audit adjustments that correct reported amounts trigger a material‑weakness classification even when the adjustments are routine and not indicative of fraud. He described the weakness as a common outcome when preparing a large, detailed set of financial statements.
After brief questions, the board moved and approved the audit report by roll call. Later in the meeting finance staff presented the preliminary budget and the board set the public budget hearing for 5:15 p.m. July 13, 2026 at the administrative building by motion and roll‑call vote.
The audit presentation included references to the MD&A, budget comparison schedules and the 10‑year statistical section for board reference.
