Franklin County Legislature approves personnel changes, grant acceptances and property actions in July sessions

At the July 12 and July 26 sessions the Legislature created several positions, accepted state and grant funds including a $219,454 Probation State Aid Block Grant, authorized multiple 2018 budget amendments, approved CHIPS reallocations for county road projects, authorized a temporary access agreement for Niagara Mohawk, and approved placing a quitclaim deed in escrow for a tax-sale property.
During two regular sessions held July 12 and July 26, 2018 in Malone, the Franklin County Legislature adopted a series of routine personnel, budget and contract-authorizing resolutions covering county departments and community programs.
Personnel and civil service changes: Resolutions created or authorized filling of several positions in county departments, including a Legal Secretary and Administrative Aide in the Public Defender's office (Resolution No. 172), a Casework Supervisor in Social Services (Resolution No. 173), and an additional Caseworker in the Child Protective Services unit (Resolution No. 188). The minutes record that the Paralegal Specialist position will be abolished upon the incumbent's retirement and that at least one Senior Caseworker position will be abolished after probationary completion.
Grants, aid and budget amendments: The board accepted multiple grants and state aid: a Probation State Aid Block Grant of $219,454 (Resolution No. 174); DSRIP DY3 Q4 funding of $55,590 allocated among Mental Health Administration, the Suicide Prevention Coalition, and Community Connections (Resolution No. 175); a $1,500 NY Suicide Prevention Center award to the Suicide Prevention Coalition (Resolution No. 176); and state aid adjustments for CAI/NSI and tribal program accounts that resulted in several contract and budget amendments (Resolution No. 179). The Legislature also amended CHIPS allocations for highway projects and reallocated funds to County Route 4 (Phase 2) and County Route 44 projects (Resolution No. 189).
Property and contract authorizations: The board authorized a temporary access agreement with Niagara Mohawk Power Corporation to allow remediation work on adjacent property, pursuant to a DEC Voluntary Order on Consent, granting use of a vacant county lot on Amsden Street through July 1, 2019 unless extended (Resolution No. 184). The Legislature also authorized the Clerk to affix the county seal to a Quit Claim Deed for Tax Map ID 112.49-5-3 (163 Duane St., Malone) to be held in escrow pending payment of outstanding taxes, penalties and interest (amount recorded as $23,483.35 as of July 26, 2018); the deed is not to be recorded until closing and full payment (Resolution No. 190).
Other actions: The Legislature endorsed a Franklin County Local Development Corporation application for $500,000 through the New York Main Street Program for building renovations in Saranac Lake and Tupper Lake (Resolution No. 181), scheduled a public hearing on the proposed 2018-2019 North Country Community College budget for Aug. 2 (Resolution No. 187), and approved employee longevity recognitions (Resolution No. 185). Multiple motions were recorded as unanimously adopted; the minutes indicate typical committee sponsorships and that several late-filed resolutions were moved without objection.
The minutes do not show sustained debate, opposing votes, or detailed contract terms for the authorized agreements; most measures were approved unanimously by members present. Several resolutions direct the County Manager or department heads to sign amended contracts or execute administrative steps, with specific follow-up tasks to be managed by county staff.
