Artist David Castillo and Vision Culture representatives said the mural is a pilot that seeks to deter repeat vandalism, beautify the corridor and engage residents in future public‑art efforts. James Kim, the city’s graffiti‑abatement officer, confirmed the cited removal cost figures and said the mural could reduce recurring staff time spent buffing tags.
Councilmembers praised the collaborative model: staff described a plan to pair the project with a city policy framework and to return with guidance for future murals. Council approved the item on the consent calendar and asked staff to bring back a policy for future mural projects and maintenance commitments.
