Franklin County approves multiple staffing changes including additional correction officers and a provisional law clerk

The Franklin County Legislature approved several personnel and staffing measures across departments in two sessions in June 2018.
On June 7 the Legislature created two temporary seasonal Working Foreman positions for the Highway Department — one for the Bridge Crew and one for the Paving Crew — for up to six months for the 2018 construction season.
On June 21 the board approved multiple hires and position changes: creation of a Clerk position for the Foster Care Unit in Social Services (Competitive Class, Grade 3); creation of five per diem Correction Officer positions to enable hiring of trained DOCCS officers and reduce overtime; creation of a third Correction Facility Nurse (Non-Competitive, S 10) to improve RN coverage (the vote recorded one abstention by Legislator Sherwin); abolition of a vacant full-time Transportation Assistant and creation of a part-time Transportation Assistant position capped at 28 hours per week; and a provisional Law Clerk position for the Public Defender's office to be filled until the incumbent is admitted to the New York State Bar or a qualified Assistant Public Defender is appointed (base salary for the Assistant PD was set at $55,000).
Most measures were adopted unanimously or by clear majority; funding for these positions was authorized to come from existing departmental funds as noted in the resolutions.
