The Springs Valley Com School Corp board on a unanimous 7-0 vote authorized staff to solicit public bids for a locker-room replacement project that includes an integrated FEMA-rated safe room.
Brendon Brown, the project presenter, told the board the building will include four sports locker rooms, a guest locker room, laundry, hospitality space, restrooms and storage, and that the safe room portion is being designed to FEMA standards for the highest wind events. "The main purpose is the FEMA safe room. We designed a 250 mph wind, 100 mile per hour projectiles," Brown said, describing the building as substantially reinforced to meet grant requirements.
The board was asked to allow the project to go out for public bid once construction documents and specifications are finalized. Brown outlined a preliminary schedule: construction bidding would start around June 12, with bids received around July 10, allowing the board to consider contract award at its July meeting. He also noted the FEMA grant process requires a peer review and other reviews — including historic‑preservation documentation tied to demolition of the existing locker-room wing — before construction can proceed.
Board member Mr. Perkiser moved to accept bids on behalf of the owner team; Mr. Ferris seconded the motion, which passed 7-0. The vote authorized staff to proceed with solicitation of public bids but did not award a construction contract.
The board and project team emphasized that FEMA and grant conditions create additional review steps beyond typical local projects, including historic‑preservation documentation and tribal/wetlands consultations when triggered by federal requirements. The presenter said the team expects to complete the peer review and finalize documentation as part of moving the project to bid.
If bids come in within the board's expectations, contract action would be scheduled for the July meeting; otherwise, staff will return to the board with alternatives or additional recommendations.
