Porter council denies rezoning request, asks for MOU recalculation and approves $360,431 grant request

The Town of Porter council voted on three formal items during its regular meeting.
The council accepted the Planning Commission’s recommendation and denied rezoning petition 25-03, a request to reclassify property near US 20 and US 49 from R-1 to B-3. A council member moved to accept the advisory commission’s recommendation to deny the petition and a second was recorded; the motion carried on a roll call vote with the council recording all votes as aye.
The council then discussed a memorandum of understanding (MOU) from Westchester Township that would allocate township roads and infrastructure funds among six municipalities. Council members noted Chesterton recently rejected the MOU and asked for a proportional recalculation based on Indiana Department of Transportation (INDOT) road-inventory data rather than an even split. The council voted to reject the MOU as presented and instructed the clerk treasurer to request a reevaluation so the distribution could be recalculated proportionately.
Finally, the council approved the town’s Community Crossings Matching Grant (CCMG 2026-1) application and financial commitment for a package of road and storm-sewer work that includes split projects with Chesterton (3rd Street), Oak Street and Dunesview Lane, sidewalk work and pavement striping. The council recorded an estimated total project cost of $450,539 and a required 20% local match of $90,001.87; the total CCMG funds requested are $360,431.20.
The council made each motion in open session and recorded votes on the rezoning item; other approvals were taken by voice and recorded as approved. The clerk treasurer will manage follow-up steps: sending the email to the township regarding the MOU recalculation and proceeding with required signatures and grant paperwork for the CCMG application.
