Byram council adopts three ordinances, approves consent agenda and introduces bond for new fire truck

The Byram Township Council unanimously adopted three ordinances on final reading at its June 5 meeting and approved a consent agenda covering liquor-license renewals, a clean-communities grant and other routine matters.
Ordinance No. 008-2024 amends Chapter 213 ("Streets and Sidewalks") to establish a five-year moratorium on excavation in recently resurfaced or newly surfaced township streets. Ordinance No. 009-2024 accepts dedications of portions of Carpenter Road. Ordinance No. 010-2024 vacates and extinguishes public rights in portions of Deer Trail and Partridge Road pursuant to N.J.S.A. 40:49-6 and N.J.S.A. 40:67-21. The council voted to pass each ordinance on final reading; the clerk will publish notices of final passage as required by law.
On the consent agenda the council approved Resolution Nos. 107–114, which included renewals of multiple plenary retail consumption liquor licenses, the appointment of a township special prosecutor and Resolution No. 114-2024 authorizing acceptance of a Chapter 159 Clean Communities grant for $27,756.66, among other routine items. Council moved and seconded the consent-agenda motion (Councilwoman Franco; Councilman Proctor) and the motion carried with all members voting yes.
Council also introduced a bond ordinance (first reading) to appropriate $1,300,000 and authorize issuance of $1,235,000 in bonds or notes to finance acquisition of a new and additional fire truck; a public hearing and final adoption are scheduled for June 18, 2024 at 7:30 p.m. at the Municipal Building, 10 Mansfield Drive.
Other business reported included a $65,000 award for municipal tennis-court improvements, a bond anticipation note sale result (one bid of $670,900 from Oppenheimer & Co. at a net interest rate of 4.8339% for one year) and the receipt of the draft Lakes and Watersheds Management Plan for council and Environmental Commission review.
Procedural motions to enter executive session (to discuss attorney–client privileged matters, including cannabis and council reports), to return to open session and to adjourn were each moved by Councilwoman Franco, seconded by Councilman Proctor and approved unanimously.
