Harrison Township board approves $406,773.72 in bills, seeks $680,156 in state grants and conditionally hires two police officers

Harrison Township's Board of Commissioners on March 24 unanimously approved routine financial and personnel measures, including a $406,773.72 warrants list, two grant applications for sewer-related projects totaling $680,156, a contract for actuarial pension services, and conditional hires for two police patrol officers.
Commissioner Charles Dizard moved and Commissioner James Erb seconded approval of bills payable as of March 20, 2025, in the amount of $406,773.72 for all funds; the board voted all in favor. The board also unanimously approved minutes from the Feb. 18 agenda meeting and the Feb. 24 commissioners meeting.
Chairman Gary Meanor moved, and Commissioner Jamie Nee seconded, to execute an agreement with Acrisure for actuarial pension services; that motion carried unanimously. The board voted to adopt two resolutions authorizing applications to the Commonwealth Financing Authority's Small Water and Sewer Program: Resolution 2000 seeks a $330,032 grant for the Oak Manor Drive sanitary sewer realignment; Resolution 2001 seeks a $350,124 grant for Olive Avenue storm sewer upgrades. Both resolutions were moved by Commissioner Bengel, seconded by Commissioner Charles Dizard, and passed with no dissent.
The board made conditional offers of employment for two police positions. Chairman Meanor moved and Commissioner Erb seconded an offer to Alan Zulka for Police Patrol Officer, contingent on a satisfactory background check, physical, psychological exam and a one-year probationary period; the board recorded that Zulka will occupy the first position of seniority among officers hired on the same date. Separately, Commissioner Erb moved and Commissioner Dizard seconded a conditional offer to Tyler Condron for Police Patrol Officer under the same conditions; Condron will occupy the second position of seniority among hires on that date. Both personnel motions carried unanimously.
None of the grant applications had outcomes determined at the meeting; the applications authorize staff to submit the grant requests to the Commonwealth Financing Authority for consideration. The board took no further public action on the items after the votes.
