Multiple residents addressed the Franklin County Board of Commissioners on May 27 with allegations concerning family‑court practice, access to services and school safety. Speakers asked the county to investigate program funding, judicial decisions and school oversight rather than to accept internal findings.
Marcy Torres described sitting in court with a client seeking to adopt a child the family had fostered for five years. She said a parent with an extensive substance‑use history continued to receive unsupervised visits and certain public benefits, and she questioned whether available programs are producing meaningful accountability. Torres urged immediate review of program funding and results.
Andy Rivas and George Dockstutter recounted long and painful experiences with child‑removal decisions and foster‑care processes, arguing that some parents lack practical access to reunification supports. Rivas asked procedural questions about county agency actions and thanked the board for listening.
Melissa Good presented screenshots she said show a school employee subscribing to and viewing sexualized social‑media content tied to underage accounts. Good said school and district investigations labeled the original claims unfounded; she nonetheless pressed for further scrutiny and accountability, saying parents must be able to trust school staff.
The board received the comments but did not take adjudicative action during the meeting. Commissioners and staff encouraged public observers to pursue appropriate channels—school administrators, district investigators or judicial filings—where those bodies hold authority. The meeting record captures the complaints and requests for follow‑up but contains no county response that would constitute an investigation or formal determination.
