Hobbs approves related‑party contract with Watson Truck & Supply after low bid

The Hobbs City Commission on Feb. 11 approved Resolution 77‑27 awarding a maintenance contract to Watson Truck & Supply Inc., the low bidder for 350 service hours to maintain and repair the city’s medium and heavy equipment.
Sheila Baker, the city’s general services director, told commissioners the city garage solicited three written quotes and received bids from Watson Truck and Supply ($61,539.84), Roberts Truck Center ($75,803.13) and Border International Trucks ($86,240). Baker recommended Watson because it was the low bidder and is located in Hobbs. She said the procurement follows the City of Hobbs Procurement Ordinance and the Governmental Conduct Act’s related‑party disclosure procedures for vendors with connections to employees or elected officials and noted the city’s written‑quote threshold ranges from $1,000 to $75,000 for competitive solicitation.
“Watson Truck and Supply, $61,539.84,” Baker said as she summarized the quotes and the recommendation.
Mayor Jonathan Senna and commissioners discussed the motion and moved to approve the resolution. Commissioner Smith abstained, saying, “I’ll abstain. That that’s due to my rule of Watson Trump,” during the roll call. The motion carried with a majority of votes in favor.
Baker thanked the commission after the vote; Mayor Senna and other commissioners expressed appreciation for staff work on procurement and oversight. The contract is expected to move forward as approved; Baker said she welcomed any additional questions prior to implementation.
