Hobbs City commissioners approved Resolution 7721, a development agreement with Rivas Properties LLC to extend water, sewer and roadway improvements necessary for subdivision of a parcel east of Grimes Street.
Assistant City Manager Todd Randall described the project area near Spears and noted the property is inside city limits. Randall said the agreement addresses a roughly 250-foot sewer gap, fair-share participation for both sewer and water where the developer will not benefit from improvements on adjacent parcels, and roadway improvements including curb, gutter and sidewalk. Randall told the commission the total developer participation for the gap and fair-share utility extensions was $104,745.
After staff presentation, commissioners moved and seconded the resolution and approved it by roll-call vote. The transcript records commissioners’ affirmative votes and the mayor’s approval. No public questions were recorded during the presentation.
Separately, the commission continued the Black Gold Distilling liquor-license hearing to the next regular commission meeting on 01/20/2026 to allow further staff review, per the city attorney’s recommendation.
