Committee recommends keeping IHBB administrative detail in office files rather than policy manual

The policy committee reviewed policy IHBB, the district’s gifted-and-talented policy, and recommended that detailed administrative procedures not be adopted into the policy manual. Allison Hannah, the district attorney, told the committee that the administrative-rule text in the packet largely restates state Department of Education regulations and is not required to appear in the board’s policy manual.
Hannah recommended converting the administrative-rule text into a separate "gifted and talented education guidelines" document to be kept in district offices for staff and for release to parents on request. "This is administratively what your teachers and your staff have to do by law," she said, arguing that the board cannot change verbatim legal prescriptions and therefore should not include them in policy.
The committee agreed to present the recommended approach to the full board for first reading. Hannah also identified the state regulation cited in the packet as the source of the administrative-language wording; the committee will ensure references and the correct document version are included in board materials.
