Council approves add-on contract for youth violence-prevention programming with CBOP and partners

Council approved an add-on resolution to enter into a contract with Community-Based Organization Partners (CBOP) to serve as fiduciary for two subaward recipients: the Flint Public Health Youth Academy and the Power Initiative. The program is designed as a public-health approach to gun-violence reduction and includes town halls, a violence-prevention summit, virtual youth engagement and data infrastructure to measure outcomes.
CBOP staff described fiduciary responsibilities and recruitment strategies; a data- and evaluation team said they would build the project's data infrastructure and that Michigan State University would perform evaluation. Council members pressed staff on the grant period and spending timeline; staff said the grant runs through June 30, 2027. After discussion, the council voted 6-0 to move the contract to council for final approval.
Program goals include targeted youth engagement in schools, neighborhood outreach and digital recruitment to reach at-risk young people; partners emphasized a mix of in-person and virtual outreach and cross-agency collaboration. Administration said the contract completes grant steps required after council's February acceptance of the award.
