Clovis officials brief commission on OLDC grant and military readiness review for Cannon Air Force Base

During reports the commission heard an update from the Armed Forces Support Committee on work with Cannon Air Force Base and a new grant from the Office of Local Defense Community Cooperation (OLDCC).
Mayor Mike Morris and committee members said OLDCC representatives and Matrix Design were in town to begin work under a military installation readiness (MIR) grant. The MIR review will examine water, land use, energy and infrastructure and include a tabletop exercise and deliverable action plan to enhance the readiness of the 27th Special Operations Wing at Cannon AFB.
Commissioners said the technical committee and airport visits took place in coordination with local managers, and staff noted that Matrix Design was the firm recently approved to do the MIR work. The commission also said the Armed Forces Support Committee approved a resolution supporting the New Mexico Military Base Planning Commission's 2026 legislative priorities.
Officials characterized the work as an important step in strengthening local support for the base by identifying infrastructure improvements and steps the city and partners can take to enhance readiness. No funding amounts or detailed timelines for specific projects were announced at the meeting beyond the grant-driven review.
