City staff described microsurfacing as a thin, high-performance surface treatment that restores skid resistance, seals pavement and protects against water intrusion and oxidation; the treatment is applied at about a quarter-inch thickness. Staff said two aggregate types (type 2 and type 3) will be used—the larger aggregate (type 3) where greater durability is needed, such as Jefferson Street and Fritz Drive.
City Engineer Anthony Henry also introduced a new, in-house capital project dashboard (hosted on the City of Hobbs website) to provide real-time status, estimated budgets and interactive maps for projects, including the city's 81-mile plan for road development this year. Commissioners praised the dashboard and moved to approve the contract; the chair announced the motion passed.
Next steps: procurement and public works will finalize the purchase order under the state price agreement and schedule microsurfacing operations as part of the 2026 pavement maintenance program.
