He characterized the changes as updates following six years since the last comprehensive review and said some changes respond to prior federal audit recommendations.
The item was published for consideration only; commissioners recognized Spears' long service and moved to publish the ordinance as notice for future action. The commission did not adopt the ordinance at the meeting; publication begins the requirement for a future adoption vote.
