"Our goal is to make it a no cost spay and neuter clinic," Carolyn said, describing logistics for check‑in, pre‑op, surgery and monitoring. He estimated veterinary costs at about $79 per dog and said he already had liability insurance and partnership commitments.
Commissioners raised practical concerns about using Roy Walker for a large clinic. One commissioner highlighted the gym’s heavy regular usage for classes and youth athletics and said the results of such an event could conflict with regular programming; another expressed worry about potential damage to recently renovated flooring and noted the city has funded upgrades to that facility. Staff and commissioners suggested alternative sites: the county fairgrounds had offered space for about $1,000, and the event center was identified as another possible venue.
Commissioner Casas moved to deny the fee waiver; Commissioner Porter seconded. The motion carried unanimously. After the vote several commissioners and staff offered to help Carolyn find a suitable venue and pursue fundraising; the mayor volunteered to assist if the fairgrounds or event center were considered.
No city funds were approved to waive fees; commissioners suggested the applicant pursue the event center or the fairgrounds or accept community fundraising support to cover rental costs.
