City Commission adopts ordinance approving $18.7 million loan/grant for Eastern New Mexico Raw Water Project

The City Commission of Clovis voted to adopt Ordinance No. 2254-2026, authorizing a water project fund loan/grant agreement with the New Mexico Finance Authority for the Eastern New Mexico Raw Water conveyance project. The agreement authorizes financing for Raw Water 1 and Raw Water 2 work, including an intake pump station, Caprock booster pump station and Caprock storage tanks, with a total authorization not to exceed $18,700,000 (loan amount not to exceed $1,870,000 and grant amount not to exceed $16,830,000).
The ordinance, described by staff as the local authorization to join the Eastern New Mexico Water Utility Authority financing package (WPF6565), delegates to city officers the authority to finalize terms within the ordinance’s specified parameters, and pledges the city’s municipal gross receipts tax revenues as security as needed. Mayor Mike Morris read the ordinance terms and called for a vote after procedural discussion about placing the item on the consent agenda.
Commissioner George Jones moved to adopt the ordinance and Commissioner Garza seconded. After votes were recorded, the commission approved the ordinance with seven votes in favor and one abstention. Mayor Mike Morris said the action ratifies prior steps and confirms the city’s matching contributions to the regional Raw Water Project.
Supporters on the dais said the project will finance conveyance elements and storage to serve participating municipalities in the Eastern New Mexico Water Utility Authority; staff noted that detailed design and construction elements are included in the financing authorization. The ordinance text places final pricing, term and certain payment terms within officer-level approvals constrained by the ordinance.
The commission’s adoption authorizes execution and delivery of the loan/grant agreement and related actions necessary to implement the financing. The ordinance and associated loan/grant agreement will now proceed to administrative steps required to finalize the financing package with the New Mexico Finance Authority and the Eastern New Mexico Water Utility Authority.
