Eastern NM Water Authority reports $24.3M trust award and $77M federal funding; city updates library and committees

The Eastern New Mexico Water Utility Authority — discussed during the commission’s report items — was credited with receiving a recent Water Trust Board award of $24.3 million. Mayor Morris said the authority also received approximately $77 million in federal funding for transmission-line construction and that the amount was about $9 million more than the project's "bottom dollar" ask.
The library board report referenced plans for the summer reading program ("Unearth a Story"), ongoing inventory work, and an estimated 15,000–16,000 visitors to the library over the previous three months. The Armed Forces Support Committee reported on a matrix-design briefing and federal partnerships.
Mayor Morris said the water authority funding means the project is now funded for the final large transmission segment and that FY 2027 funds will go toward pump stations and tanks.
