City Manager Hovalt described the scope as full‑depth reconstruction: “we're actually gonna take the pavement structure down all the way to the subgrade,” stabilize the subgrade with lime, and rebuild the pavement with an 8‑inch base course and 4 inches of hot‑mix asphalt; the work also includes median and intersection improvements near Prince Street. Hovalt said the project will not add sidewalks or widen existing curb and gutter.
Hovalt said funding will come from multiple grants and city funds, including an NMDOT Transportation Project Fund award of $2,666,000, a Municipal Arterial Program (MAP) grant of $89,747 and a local budget transfer of $140,501.92 from capital reserves. He cautioned timelines are weather‑dependent but gave the contractor’s operative schedule: “120 working days.”
Commissioners asked whether the project included bike lanes or sidewalks; staff confirmed it does not and said the work focuses on full‑depth pavement repair rather than curb work. Commissioner Porter moved to accept the quote and Commissioner Jones seconded; the motion carried unanimously.
The city will proceed with contract administration and return to the commission if scope or funding changes are needed.
