The Taos Regional Landfill Board voted to approve a supplemental contract with Sauder, Miller & Associates (SMA) for professional engineering and environmental services tied to Cell 5 construction and compliance.
Staff explained the contract covers tasks including quarterly methane reporting, leachate monitoring compilation, annual groundwater sampling, stormwater pollution prevention planning (which requires a licensed engineer), operating-permit renewal and construction-phase services. Staff said some tasks had been performed in house but that regulatory submissions and certain sampling and hearing services typically required licensed consultants.
Vice Chair Silva and other members asked whether some tasks could be shifted to trained staff over time to reduce consultant costs. Staff replied they would investigate whether the environment department would accept some items submitted by town staff and that certain items (for example, the Stormwater Pollution Prevention Plan) require a licensed engineer and thus remain consultant-driven. The contract amount discussed was $287,806.40, exclusive of New Mexico GRT; the motion to approve the contract passed by roll call.
