Taos landfill board approves $2.0M construction contract for Cell 5

The Taos Regional Landfill Board voted April 16 to award the invitation-to-bid (ITB) for Cell 5 construction to Frontier Development Inc., the lowest responsive bidder on a rebid.
Staff presented the procurement results and said five bids were received. The contract amount discussed at the meeting was approximately $2,000,631.37, exclusive of New Mexico gross receipts tax. Board members asked about the size of the cell (staff said a half cell is roughly 3 to 3.5 acres), whether Frontier had the required state licenses and whether references had been checked. Staff said SMA (the engineering firm) verified references and that licensing requirements were confirmed per the ITB.
The board moved, seconded and approved the award by roll call. Chair Chad Romero closed discussion and the motion carried. Staff will prepare the construction contract and execute it subject to the usual procurement and funding conditions.
Because the procurement used an ITB process, staff told the board they were required by state procurement rules to select the lowest responsive bidder; SMA performed additional reference checks to ensure the bidder met experience requirements discussed in the ITB.
