Council asks solicitor to draft Earned Income Tax credit for fire volunteers, approves advertising parking rule changes

Red Lion Borough Council on July 14 directed the borough solicitor to draft an amendment to allow an earned-income tax (EIT) exemption or credit for fire department volunteers and voted to advertise proposed changes to Chapter 15 of the borough code governing motor vehicles and traffic.

During the public-safety portion of the meeting, the fire company requested an EIT exemption for volunteers. Councilmember Cindy Barley moved that Solicitor Mike Craley prepare a draft ordinance to amend the code to allow such a credit for borough residents who volunteer; Mark Holloway seconded and the motion carried with all in favor.

Solicitor Craley reviewed proposed edits to Chapter 15, noting the draft amendment discusses stop-sign placement at Franklin and Maple and a change in parking rates (Section 10) to 60 minutes / 0.25. Mr. Klinedinst moved to advertise the amendment as presented; Mr. Holloway seconded and the motion carried. Holloway asked that the phrase referencing “no stop sign at Western Ave” be removed from the amendment title prior to advertisement.

Council did not adopt either the EIT ordinance amendment or the Chapter 15 changes at the meeting; the solicitor was directed to prepare the EIT draft for future consideration and the parking amendments were cleared for public advertisement as the next step in the ordinance process.

The minutes do not record a timeline for the advertised Chapter 15 amendment or a target date for return of the EIT draft to council.
