Oversight committee adopts clearer project-application instructions for SORL funds

The Save Our Indian River Lagoon (SORL) Citizen Oversight Committee voted May 15 to add clearer instructions to its funding application, aiming to capture “other Indian River Lagoon benefits” such as reduced biological oxygen demand and overflow risk.

Committee member Bruce (Committee member,S8) moved to include Dawn/Don’s narrative language as instructional text in the project description and to supply checkbox options. Committee members discussed whether checkboxes would create onerous, quantitative review burdens; some argued the language is primarily educational and intended to help applicants describe co‑benefits rather than to become a new numeric criterion. After a public-comment prompt, the motion was approved by voice vote.

Staff (Program presenter,S13) said the instruction would remain consistent with the rest of the application but would make it easier for applicants to note additional benefits and describe actions that reduce pollutant inputs. Supporters said the change will help reviewers understand a project’s broader community value without replacing the program’s primary nitrogen/phosphorus metrics.

Committee members asked staff to return proposed checkbox wording and an example of how the instruction will appear on the online application so reviewers can confirm it is not interpreted as a mandatory numeric scoring element. The committee expects the edits to be posted with the 2027 plan update materials and included in the information packet available to applicants when the application window opens.
