Manager briefs board on grants, terminal schedule, enplanements and PAPI issues

Airport Manager Colton Raspin told the Airport Advisory Board the airport will go to pre-bid on Feb. 2 for a new snow-removal equipment building funded by an $800,000 state grant; Logner will assist with procurement and the state expects to buy new equipment after the building is sited.
Raspin said the terminal's certificate of occupancy is currently scheduled for March 30, 2026. On enplanements he reported 8,658 passengers for two carriers (Contour and JSX) and said he is working with the FAA and the state to confirm which flights count toward a 10,000-enplanement threshold. "I'm just trying to get all that together," he said, noting the airport is short by about 1,400 enplanements for that level and is exploring flight-tracking services to improve counts.
Raspin announced an agreement with El Prado Water Sanitation and District to tie into a 12-inch water line; El Prado will construct and maintain a meter vault, and airport users who hook up will be billed at a bulk rate of $15 per 1,000 gallons. He said the airport currently averages about 300–350 gallons per day; water use will grow when the terminal opens.
On sewage, Raspin said the airport secured a $2,000,000 grant, a $500,000 local match and an additional $405,000 from the state to fund a leach-field project that he described as "a little under $3,000,000" in total; the project is mobilized on site.
Operations staff reported a Kodiak vehicle used for snow clearing is stuck on a run-up area and will be towed; staff used alternate vehicles to clear a recent storm. Board members and staff also discussed recurring PAPI (precision approach path indicator) outages and past contractor errors. Board member Chavez said a prior installation fried a $9,000 board and urged care in choosing contractors; Raspin said he has had multiple contractors attempt fixes and is pursuing LED replacements and state support where possible.
The manager said he has a meeting with the FAA next week to confirm how enplanements will be counted and will return with a report to the board.
